The International Journal of Leadership and Public Sector Reform (IJLPSR), open access, and peer-reviewed academic journal published by Oromia State University, Batu. It aims to encourage and promote original thinking in various fields of Leadership and Public Sector Reform. The journal also offers a unique perspective on policy issues critical to developing economics and the world. It publishes original theoretical and empirical contributions in various fields.

We are pleased to publish Volume 3, Issue 2 of the International Journal of Leadership and Public Sector Reform (IJLPSR), featuring scholarly works that address critical issues in leadership, governance, finance, culture, and organizational development with particular focus on Ethiopia. This issue includes research on the role of urban safety nets in improving livelihoods in cities of Oromia Regional State; an analysis of indigenous knowledge in selected Afaan Oromoo songs; the effects of financial inclusion on household livelihood outcomes in Nekemte City; the impact of institutional capacity-building on organizational performance with leadership commitment as a mediating factor; and the importance of enhancing conducive work conditions to maintain the reputation of public organizations.

Collectively, these articles provide evidence-based insights that contribute to policy development, institutional effectiveness, and sustainable public sector reform. Volume 3, Issue 2 reflects IJLPSR’s continued commitment to advancing rigorous, relevant, and impactful research that supports informed decision-making and leadership excellence.
